The sides stick straight out ive grown my hair out to about an inch on the sides before and it just seems to stick out. i cant get it to lay flat. i cant even get gel to get it down. so i have been buzzing my head for some time but i need a change.

so any suggestions on keeping it down would be great

Your hair is your hair, so try working with it a bit more. Is there anyway you could create adorable locks out of your "fro"? Browse the beauty section at Target and Walmart and see if they have some cheap alternatives. :) I know this isn't the answer you want, but you have to learn to love yourself. Get a cute hair cut and work the "do".

Aside from gel, wax, or hairspray there isnt much hope. Maybe you could try finding a stronger gel? If you are allowed to wear hats at work/school whatever, perhaps you should take full advantage of the winter weather and just wait out the weird afro phase of your hair growth by covering it up with a hat. Then when it grow out enough to be manageable, you can lose the cap. good luck.
