I would consider the option of laser hair removal. It's not for everyone. The best candidates have a fair complexion and dark hair. This method is not effective if your complexion and hair are very close in color (e.g. dark complexion/dark hair or fair complexion/fair hair).
I had the hair on my legs removed by this method. I had 4 treatments, 5 weeks apart for the first 3 and the last one was 8 weeks after the 3rd. I'm not going to sugar-coat it for you - there is definitely pain involved, but only while the laser is on the courser hair. And the pain is not as bad after that first treatment. The pain is due to the fact that the laser is burning the hair at it's root. The pain is comparable to waxing.
The reason for multiple treatments is because hair grows in cycles. I had my final treatment over 3 years ago and I still haven't had enough growth to have to shave or consider another treatment. Each treatment for me (Burbank, CA) cost me $100 - that's the average cost per lower leg. I also had my upper lip done at the same time for $60 per session and had only 3 sessions and still no regrowth.
Total investment = $580. But I haven't had to shave, or get waxed, or had to worry about stubbly legs for 3 years now.
Laser hair removal is not a "permanent" solution and I do expect that in 2 or 3 years I'll probably go back for maintenance treatments. But the growth is expected to be much finer. Also, you never have a problem with ingrown hairs. Go for it - it's totally worth the cost and very temporary pain.
If that's too much money for you to spend or if you're not a good candidate for laser, then look into waxing.
Waxing will pull your hair from the root so that when it grows back it's much finer and less noticeable than the hard edges of shave stubble. Again, it's a temporary solution, but at least you'll have a smooth complexion between waxing sesstions and fewer ingrown hairs. The process is uncomfortable and sometimes painful, but only for a few seconds.

DONT shave it!!!! over time it will look like stubble and make you look very very manly!! I know people that do, and it looks okay for the first few months, however after a while its more a hassle and annoyance then help!

I agree with Kitty90042 - don't shave. You want to remove the hair for as long as possible. She's right - laser if you can or wax.
